£100m "Black Hole" at the DCMS The Department for Culture, Media and Sport has over-committed its capital budget by £100m for 2009-10 and 2010-11, it was revealed today and the financial directors of organisations which are affected have received a letter from the department asking for the return of "unspent capital money". A statement from the department said, "Our capital budget is currently overcommitted. Ministers are examining the reasons for this and looking for solutions. It is possible that difficult decisions will be needed, but none has been taken yet." It is understood that among the organisations which could be affected by the over-commitment are the British Museum, the Tate Modern, the BFI's film centre on the Southbank and the Stonehenge visitor centre. Although no performing arts projects are understood to be under threat, it is likely that the department will not be able to provide funds for the proposed northern base for the Royal Opera House in Manchester, currently in the discussion stage. An unnamed arts source in The Guardian commented, "It's hopeless management. Everyone will blame the DCMS for being hopeless, and they are fairly hopeless, so it's not unjustified." Yet another simply described it as "a cock-up".
