NESTA: Value for Money?

The UK National Audit Office monitors public spending to ensure that it offers value for money.

Currenty it is looking at the National Endowment for Science, Technology and the Arts (NESTA)

Our value for money work in the area of Culture, Media and Sport includes, amongst other studies, consideration of the effectiveness with which NESTA has invested, distributed and monitored its funding.

An invitation to comment

As part of our research we are seeking views on NESTA. Whether or not you are directly involved in science, technology or arts, we are interested in your comments on the study issues, which are described below.

What NESTA does

NESTA was established by the National Lottery Act 1998 with objectives to "support and promote talent, innovation and creativity in the fields of science, technology and the arts".

NESTA was given an endowment from the National Lottery Distribution Fund of £200 million, increased in 2003 to £250 million. This generates the income to fund the three core programmes run by NESTA:

  • Fellowships – to support people with established records of achievement in their field, to enable them to extend their work in new directions;
  • Invention and Innovation – to support people with creative ideas to help develop the ideas into products and services; and
  • Education (renamed ‘Learning’ in 2003) – to support innovative approaches to learning and to increase public understanding of creativity in science, technology and the arts.

Study Issues

Our study will consider the effectiveness with which NESTA has invested, distributed and monitored its funding. We will focus on:

  • awareness of NESTA, means of attracting applications under the different programmes, for deciding on awards, and for supporting awardees;
  • arrangements for monitoring and evaluation of the projects and programmes; and
  • investment decision making, and issues arising from NESTA being funded via an endowment.
