British Council U-Turn

The British Council has announced that it will not continue with its plans, announced in December, to disband its specialist arts departments and replace its advisory panels in the Arts with panels with the titles Progressive Facilitation, Market Intelligence Network, Knowledge Transfer Function and Modern Pioneer. These proposals, which were made by the then Director of Arts, Venu Dhupa, who resigned in April, were met by a storm of protest and, as a result, the Council initiated a three month consultation period.

Now the specialist departments will stay and a new one, for Media, will be set up. The Council will also reinstate the advisory panels and double it arts budget to £30 million.

“Our Action Plan reaffirms the place of the arts at the centre of our cultural relations work," said chief executive Martin Davidson." During the consultation, artists and cultural organisations told us how much they value our work and that they want us to do more."

The summary of the Plan says:

We commit to redressing the decline in the quantity of our arts and creative economy work in the last few years by:

  • increasing our co-operation with relevant government departments, the devolved administrations, regional development agencies, the arts councils and similar organisations that have an interest in representing UK arts, culture and creative industries abroad
  • maintaining all our arts functions: visual arts, drama and dance, music, film, designand architecture, literature and creative economy – and adding a new mediafunction
  • increasing the Arts budget to £30 million
  • investing in our international network of professional expertise including specialist posts and external advisers
  • re-establishing an external advisory function for the arts
  • appointing an external adviser, Graham Devlin, to work with us to refine how we select and develop content for our arts and creative economy work globally.
