New Arts Minister

Estelle Morris, who last year resigned as secreatry of state at the Department for Education and Skills, has rejoined the government as Arts Minister, taking over from Baroness Blackstone. Her resignation from the DfES came as she was under presure because of problems with A and AS level examinations and because literacy and numeracy targets were not met. She said, in her resignation letter, that she did not feel up to the job: "I am less good at strategic management of a huge department and I am not good at dealing with the modern media."

She felt that she had been more successful in the more junior position of schools minister.

Part of a far-reaching reshuffle of middle rank ministers, she now returns to government in a similar post in the Department of Cuture, Media and Sport, reporting to the secretary of state, Tessa Jowell.

As arts minister she will have responsibility for museums, galleries and libraries, cultural property, the government art collection, and heritage. She will also oversee training and education of the arts.

The latter will be particularly important for her. A former teacher, she is keen to see the profile of the arts being raised in schools. At a seminar at the Tate last year, she said, "I've seen some brilliant learning taking place, with poets and artists and actors and musicians and all those things, not always in schools, sometimes in places like this, and the work that's now going on in museums and galleries is a joy to behold."
