SAC Fills in the Details

Following the announcement (Scotland's Cultural Future) by Scotland's Culture Minister Patricia Ferguson in January about the new approach to be taken to funding arts organisations in Scotland, the Scottish Arts Council has announced the details of the funding it will provide up to 2007/8. In an unprecedented move it has also released its assessments of its clients' work.

"To support our commitment to transparency and accountability," SAC says in a statement, "we have today also published summaries of each organisation’s assessment, artistic evaluations and a summary sheet listing each organisation’s budget for 06/07 and its indicative budget for 07/08."

There will be significant increases in investment of over 40% for dance, literature and the visual arts and additional investment of over £1 million to create opportunities for under-represented groups in the arts. This includes developing organisations working in the field of cultural diversity to act as leaders, allowing them to provide support and advice to smaller organisations.

Every artform has benefited from an increase, as have individual artists, with an additional £500,000 available for awards, bursaries and fellowships.

The actual figures per art form are:

  • Dance: from £1.1m 06/07, to £2.6m 07/08,
  • Literature: from £1.6m 06/07, to £2.5m 07/08,
  • Visual arts: from £3.1m 06/07, to £4.8m 07/08,
  • Crafts: from £571,000 06/07, to £794,000 07/08,
  • Drama: from £9.3m 06/07, to £10.6m 07/08,
  • Music (excluding national performing companies): from £2.1m 06/07, to £2.6m in 07/08.

All figures exclude National Lottery funding. SAC's projected lottery budget for 2007/08 is expected to be £15 million.

A new £840,000 fund will help promoters, festivals and venues to put on music, drama and dance programmes to meet the needs of their audiences. This will cover networks of venues in rural areas, small festivals and mid-sized venues in cities.

Promoters will be able to select top quality work from within Scotland, or beyond, to ensure that their audiences get a choice of the best available. SAC hopes to encourage promoters and venues to experiment with new forms of work that will allow the audience to try something new to them.

Further investment in arts organisations by and for disabled people will include developing an ‘arts escort’ service, supporting traineeships for disabled people to develop a career in the arts and creating a disability arts touring fund, which will allow organisations to present their work in more areas of Scotland.

The statement concludes: "The Scottish Arts Council’s overall investment in the arts using its Scottish Executive funding will rise by 21%, or £7.7 million from 2006/07 to 2007/08. Substantial additional investment of £4.7m has been directed at 47 key arts organisations (foundation funding) to ensure their sustainability into the long term. By creating a sustainable future for these organisations, we will reduce the effort going in to managing deficits and increase the resources available to produce excellent work. In order to respond to the dynamism, innovation and aspirations of artists, we have increased the flexibility in our budget (by increasing the funds that are not immediately committed) over the medium term from 14% to 32%. By introducing competitive, flexible funding our aim is to increase the opportunities for artists and arts organisation to secure funding over a short, medium or fixed term."
